Jittery video is almost always the result of CPU overload - we do not adjust the bitrate to accomodate CPU headroom, only network utilization. If this is a consistent problem you may wish to limit the bitrate in the Player - Settings - Quality menu (above and beyond doing whatever you might try to reduce the CPU load of other applications - and the PC's video display mode can sometimes have an effect on this as well).
